The Micron megafab complex proposed for the White Pine Commerce Park in Clay has been called “this generation’s Erie Canal moment” for its wide-ranging effects on all sectors of our local communities. As your public library, we’re committed to helping residents stay informed, engaged, and connected. Our goal has always been to make high-quality, trustworthy information easy to find and use. To further this mission, we’re undertaking a new initiative to organize the growing amount of information being released by government agencies, local businesses, community organizations, and partner institutions about Micron.We hope this new effort serves as a valuable starting point for anyone researching or simply learning more about the project’s development and long-term impact.

We’re thrilled to introduce a new LibGuide as part of this effort. LibGuides are dynamic, web-based research guides designed by librarians to curate reliable resources, organize materials by topic, and make complex information simpler to navigate. This online guide brings together news updates, official government and planning documents, workforce training opportunities, and a range of educational resources — all in one easy-to-use hub.

NOPL Brewerton now has a digital copy of the Micron site plan for Phase 1 and rail spur project document from the Town of Clay for public viewing.*

The Town of Clay is holding a Public Hearing with public comment opportunity on Monday October 6, 2025 at 7:35 pm regarding: White Pine Commerce Park, for a Zone Change from RA-100 Residential Agricultural District to I-2 Industrial 2 Zoning District, for land located at Burnet Road, Tax Map No. 049.-01-01.0; 8756 Burnet Road, Tax Map No. 049.-01-02.0; and 8765 Burnet Road, Tax Map No. 048.-01-23.2, consisting of +/-21.27 acres of land to accommodate Micron Semiconductor Plant.

Micron and various state agencies have prepared a Draft Environmental Impact Statement (DEIS) to identify impacts and offer mitigation strategies. Analysis of the draft EIS and expert opinions on the projects are available at syracuse.com as well as many other organizations. A library staff member can provide additional sources of information and analysis upon request.

Printed copies of the Draft EIS will be available at OCPL Central Library in downtown Syracuse (note: the draft EIS has been moved to Petit branch while Central is temporarily closed), the Onondaga County Office of Economic Development, Town of Clay town hall, and the Town of Cicero municipal offices. Electronic copies of the Draft EIS are available at NOPL North Syracuse, NOPL Cicero, and NOPL Brewerton branches. (The public comment period for the Draft EIS closed on August 11, 2025.)

MICRON REGULATORY DOCUMENTS COMMENT PERIOD

Micron is required by New York State to apply for several permits and comply with the Climate Leadership and Community Protection Act. The state’s Department of Environmental Conservation has released three sets of documents for public access: Water Quality Certification Permit Application, USACC/NYDEC Joint Permit Application (wetlands), and the Climate Leadership and Community Protection Act Analysis. The public comment period for these documents closed on September 1, 2025.
